What's the function of the clip on the buckle?

The clip on the buckle is used to adjust the belt size.

These are adjustable belts. They fit sizes 24-56

How do you shorten the belt length?

There is a clasp on the back of the buckle. All you do is lift and pull out
the belt strap. Then cut the amount of strap you want to shorten with a
pair of scissors and then put it back into the buckle. Takes about 1 minute
in total to do it.
