Is the clear liquid in the vase water or resin?

That is Pristine Oil which the candlesticks use to burn. It creates no smoke, scent, or soot. It's completely clean burning.

How can I replace the oil if i run out?

Pristine Oil can be purchased online and across USA retail stores.

Can you use regular mineral oil?

The Pristine Oil is highly refined and made specifically for these
candles. The candles will not work with mineral oil.
