Is it double walled? Does it keep liquids cold and/or hot for extended periods?

The HYDRA TechBottle is single walled. it does maintain the temperature of liquids fairly well.

What charges it 12volt , batteries, usb charging, AC. ?

Yes, a USB cable is included to charge it. Any USB AC adapter will be able to charge it, just like a regular power bank. 2.1A AC adapter will charge ti faster than 1A AC adapter though.
