Is this a bumper case without a back protection?

This is the bumper case with no back covered that allows Apple's MagSafe accessories fully compatible. It's raised edge design protects the camera and back surface from possible scratches.

Does the case have a clear protected backing or is it open front and back?

It has an open structure. However, the raised perimeter prevents the camera and the back surface from scratches.

Does this metal frame affect cell reception or data bandwidth?

The ShockLayer sandwiched structure does NOT compromise the phone antenna signal. The TPE soft rubber helps the outer Aluminum frame not to contact the phone directly. Typically, direct contact between metal and phone possibly causes signal loss issues.

How well does this pacific blue match the actual iPhone pacific blue?

The pacific blue accomplished anodization process on aluminum may look different from the color on the stainless steel (which applies a different process (PVD coating)). The aluminum frame blue color may look much closer to the iPhone 12 blue.
