What is the purpose of the zipper flap that is rolled up on the top of the bag in several pictures?

The roll top flap is used to cover up the backpack's shoulder straps when
the bag is converted from the traditional "backpack mode" to "brief
case/duffle/messenger" mode.

Basically, the roll top is attached by velcro at the top of the bag when in
backpack mode and is unrolled and zips around to cover up all of the
backpack straps.
