What does it come with?

It comes with 2 stool plus a stool and tabletop combo. The table consists of a stool with a top that clips into it.

Is the bottom weighted? Would a teapot on one side, alone and full of water, cause it to tip over?

No, the bottom is not weighted.
It is very sturdy but we can’t speak to how much weight it would take to tip it over.

Is that a checker/chess board on top of the tabletop?

Yes, there is a checker/chessboard on the table.
