Does it charge an Apple Watch, just hold it, or neither?

The Apple Watch USB A stick is an add on to the Liberty charger that can be purchased to charge the Apple Watch. The Apple Watch requires a proprietary charger and can not be charged by standard Qi.

Will this charge with a case on, otterbox or tough case? What about popsockets?

This will charge through most rugged cases that are 3mm in thickness. This includes tough cases. However, it will not charge through case "attachments".
